Classification Framework & Law Enforcement Step Plan

Harris County has implemented a new countywide classification framework & Law Enforcement Step Plan to create a more consistent, transparent, and organized structure for jobs across the County.

The framework groups similar roles into job families and classification levels based on the type of work performed, the scope of responsibility, and the knowledge, skills, and experience required for the role. This helps ensure positions are classified consistently across departments and supports more equitable pay practices over time.

This framework is an important foundation for the Compensation and Pay Equity Project. It supports clearer career pathways, more consistent job descriptions, stronger market comparisons, and a more structured approach to compensation across Harris County. 

Please note: The classification framework remains under ongoing review and evaluation as implementation continues across Harris County. The framework should be viewed as a working structure that may continue to evolve as Harris County evaluates organizational needs, operational considerations, and long-term workforce planning efforts.
